Immigration, Refugees and Citizenship Canada (IRCC) is now asking the public to help shape Canada’s next immigration plan. The goal is to create a strong and balanced approach for 2026 to 2028. The online consultation is open until August 17, 2025.

What Is the Immigration Levels Plan?

Each year, IRCC sets a plan for how many newcomers Canada will welcome. This includes:

  • Permanent residents (economic, family, refugee)
  • Temporary residents (students and workers)

Canada’s Goals for Immigration

Canada wants to balance growth with sustainability. The new plan supports:

  • A lower temporary resident share (under 5% of population by 2027)
  • Stable PR admissions (below 1% of the population per year after 2027)
  • A 12% Francophone immigration target outside Quebec by 2029

IRCC wants input from:

  • Individuals (students, immigrants, rural Canadians)
