Good News from Immigration Refugees and Citizenship Canada (IRCC), Parents and Grand Parents Program (PGP) is officially opened today, July 28, 2025. IRCC will begin sending Invitations to Apply (ITA) to eligible Permanent Residents and Citizens of Canada who previously submitted an interest to sponsor form.
Key Highlights of PGP 2025
- The program operates on lottery system, not first come, first served.
- IRCC will send out 17,860 ITAs over two weeks starting July 28, 2025.
- Only 10,000 complete applications will be accepted for PR processing.
- Only those who submitted interest in 2020 are considered for the 2025 intake.
How to Apply in PGP?
Create an Account or Sign In
If you are selected and receive an ITA from IRCC, there are two applications to submit:
- Sponsorship Application : You must apply to become sponsor.
- Permanent residence application: Your parents and/or grandparents must apply for permanent residence.
The principal applicant (the person you’re sponsoring) means your parents and grand parents, must submit both applications together online via Permanent Residence (PR) Portal.
If they are using paid representative e.g. consultant and lawyer then Representative Permanent Residence (PR) Portal will be used to submit applications.
If multiple parents or grandparents are applying separately as principal applicants, each person must create their own portal account and submit a separate application.

Tips for Filling PDF Forms:
- Use Adobe Reader 10 or higher with JavaScript enabled.
- Type on computer instead of printing/filling by hand to avoid errors.
- Sign and date all required forms before uploading.
In case you need any help on technical issues or for questions, you can contact IRCC via webform. It may take weeks to get response from IRCC on the webforms.
You need to provide photos of principal applicant and their family members, at least 1 photo is required.
Canadian Citizens must provide your citizenship certificate.
If you don’t have citizenship certificate then first have to apply citizenship certificate or search of citizenship records.
Unable to get it, you have to provide a letter of explanation, why you can’t get it and what steps you have taken to get it.
Pay the Application Fees
The application must be paid before the submission of application. Fees of PGP starts from $1205

Submit Your Online PGP Application.
Before submitting your application to IRCC make sure its:
- answer all questions on the forms.
- electronically sign your application (your name should be identical to as per passport).
- attach the IRCC processing fee receipt.
- upload and submit all the required documents and
- attach and submit a copy of your ITA letter in the “Required documents” section of your online application.
If your application is incomplete, IRCC will send you a letter asking you to submit any missing documents. This is great step by IRCC not to directly decline the incomplete applications.
IRCC will give 30 days to follow the instructions given in the document and provide the requested documents to IRCC.
If you don’t take action on the requested letter in given time frame then IRCC will return the application and won’t process it.
Keep a regular eye on your online account, so you don’t miss any update.
Send IRCC Additional Information during Processing
After submitting the application, IRCC will ask principal applicant and their family member to submit the following:
- Medical Exams: After you submit the application, IRCC will send you Immigration Medical Exam letter.
- Police Certificate: PCC are required for PR applications and valid for 1 year from the date they are issued.
- Biometrics: After you pay the bio metrics fees , IRCC will send you biometrics letter for people aged 14 and 79. It must be done ASAP but IRCC provides 30 days window. Take passport and BIL with you. Send webform if you need extension.
Its important to keep your application up to date. You can inform IRCC via webform on any changes in your application.
The application will be returned back if its incomplete, fees not paid, you did not get ITA or you did not apply in timeframe included in your ITA.
