Good news for international graduates and temporary foreign workers in Canada. OINP conducted it’s biggest draw of 2025 and issued 2,643 invitations to apply for Ontario PNP on September 02, 2025.
The PNPs issued under Employer Job Offer: Foreign Worker stream, International Student, and In-Demand Skills streams. It’s important to note that candidates selected are already living in Canada and working in targeted sectors such as healthcare and childcare sectors.
These streams were targeted in the Draw.
- Employer Job Offer: Foreign Worker – 1,305 invitations (minimum score 41)
- Employer Job Offer: International Student – 1,105 invitations (minimum score 58)
- Employer Job Offer: In-Demand Skills – 233 invitations (minimum score 33)
Candidates only received invitation under Employer Job Offer stream : foreign worker stream and international student stream if they had job offers in the following NOC codes:

On the other hand OINP candidates only received an invitation under the Employer Job Offer: In-Demand Skills stream if they had a job offer in the following National Occupational Classification (NOC) code:
- NOC 44101 – Home support workers, housekeepers and related occupations
It’s important to know that OINP now has new Employer portal for OINP applications and as of July 02,2025 all the applicants under Employer job offer streams must be submitted through Employer portal.
With the new system, the responsibility has shifted from applicants to employers. Now, only candidates whose employers submit a job offer through the Employer Portal and register an Expression of Interest (EOI) are eligible for OINP draws. Those who created EOIs before July 2 must collaborate with their employers to re-submit their profiles via the portal in order to be considered.
Healthcare sector is in priority in Canada and both Express Entry and OINP is conducting healthcare targeted draws to fill this labor gap. Recently IRCC conducted healthcare draw and invited 2500 applicants for permanent residency.

Once you get invitation to apply for provincial nomination you have to apply for PNP certificate. If successful , the you can then apply to the federal government for permanent residency in Canada.
