Manitoba has issued 911 Letters of Advice to Apply (LAAs) in its newest Manitoba Provincial Nominee Program (MPNP) draw, creating another pathway for skilled immigrants seeking Canadian permanent residence. This bring good news to international graduates living and working in Manitoba.
Key Highlights of the September 18 MPNP Draw
- Total Invitations: 911
- Streams: Skilled Worker in Manitoba & Skilled Worker Overseas
- Express Entry Candidates: 341 invited with valid profiles and job seeker codes
- Temporary Public Policy Impact: Over 90% of LAAs went to candidates benefiting from IRCC’s temporary open work permit policy.
Unlike many other Provincial Nominee Program (PNP) draws, no minimum cut-off score was announced. Selection focused instead on Manitoba’s labour market needs.
The previous draw held on September 04, 2025 and invited hundreds of applicants for PNP.

- Francophone Community: 24 LAAs
- Regional Communities: 18 LAAs
- Ethnocultural Communities: 4 LAAs
These targeted initiatives help Manitoba fill critical labour shortages and give foreign nationals a direct route to permanent residency.
Temporary Public Policy Advantage
Under Immigration, Refugees and Citizenship Canada’s (IRCC) temporary policy, eligible candidates already living and working in Manitoba could secure new open work permits even under expression of interest (EOI) pool under an MPNP program. This measure accounts for the majority of invitations in this draw. More than 90% of LAAs were issued to these applicants.
