Canada has conducted a new round of invitations under the popular Provincial Nominee Program (PNP) stream of famous Express Entry. On July 7, 2025 356 Invitations To Apply (ITAs) issued for permanent residency by Immigration Refugees and Citizenship Canada (IRCC).

This draw was specifically targeted to people who are holding PNP certificates issued by provinces. That means only people in the CRS pool who have PNP certificates are invited. The PNP certificates adds an additional 600 points in the CRS pool.
You can contact your respective provinces to know more about their PNP streams. If you are an international graduate in Canada may be there is a special PNP stream for you. Contact your local PNP department.
Currently Provinces are favoring healthcare, childcare and trades people in their PNP streams. Many Provinces have suspended PNP streams for certain sectors of workers such as hospitality and retail, thus before changing your province for PNP check the immigration website of provinces.
This means candidates who holds valid PNP certificates have very strong chance of receiving ITA by IRCC. Getting a PNP certificate is golden chance of receiving your permanent residency of Canada.
PNPs are of two types one is Express Entry linked and another one is Non Express Entry linked. EE linked PNPs have shorter federal PR processing time than the other.
Tie Breaking Rule
As per the standards of Immigration Refugees Citizenship Canada (IRCC) when multiple people have minimum CRS score, then tie breaking rule is used.
Now your have 60 days to submit your complete Permanent Residency (PR) application to IRCC. Make sure you gather all the necessary documents including police certificates, education degrees/transcripts and its evaluation , proof of funds and more documents depending upon case to case.

If you didn’t receive an ITA in is this draw don’t loose hope as this was only for PNP certificates holders. You can improve your PR chances in Express Entry via targeting certain type of EE draws such as French Draw, Healthcare Draw and other dedicated draws.
