New IRCC Rule Triggers PGWP Refusals — Missing English Test Now Costing Students Their Work Permits

International students in Canada are eligible for up to 3 years Post Graduation of Work Permit (PGWP) after 2 year of valid education but they also need to demonstrate sufficient English/French language proficiency to be eligible for PGWP.

From November 01, 2024 all PGWP applicants needs to pass the language requirements and if they don’t attach the language test results they won’t get PGWP.

In recent times many PGWP applications are declined as International students while applying for it forget to attach their language test results leading to straight refusals without any warning.

Where To Upload the English Language Test In PGWP Application?

As per Immigration Refugees and Citizenship Canada (IRCC), applicants are advised to upload English language test results in the “client information” section of your account.

There is no dedicated section for the English language test which confuses applicants where to upload it leading applicants to miss this very important document in their PGWP application.

What To Do If You Missed English Language Test in Your PGWP application?

If you have applied PGWP and missed uploading English test results you should immediately upload it via IRCC webform and request IRCC officer to attach this test results in your PGWP application. After uploading it via webform you must be receiving a confirmation email from IRCC that your document is attached.

What Language Tests Are Accepted by IRCC for PGWP ?

IRCC accepts following test results for English :

  • CELPIP-General
  •  IELTS General Training 
  • PTE Core

Eligible French language tests are :

  • TEF Canada
  • TCF Canada

Your test results must be less than 2 years old when you submit your application to IRCC.

What To Do If Your PGWP Is Refused?

If your PGWP application is refused in Canada due to missing test results you have some options which are:

  • Apply again if you are within 180 days window(since completion of your studies)
  • If it’s more than 180 days, you can apply for reconsideration of your application, but there is no timeline when your reconsideration will be considered and chances of approval are still low.
    • You can contact your local MP and seek his/her assistance to solve this critical case,
    • You can take studies again and use the credits of your education to make your program shorter and more affordable and apply for study permit.

What are the Language Requirements for PGWP?

The language requirements are based on your study programs. International students who graduate with Graduate Degree, Masters degree and Doctoral degree programs need  Canadian Language Benchmarks (CLB) 7 in English or Niveaux de competence linguistique canadiens (NCLC) 7 in French in all 4 language areas.

If you have graduated with any other university program you need minimum level of Canadian Language Benchmarks (CLB) 7 in English or Niveaux de competence linguistique canadiens (NCLC) 7 in French in all 4 language areas.

International graduates from any other college, polytechnic or non university programs you need a minimum level of Canadian Language Benchmarks (CLB) 5 in English or Niveaux de competence linguistique canadiens (NCLC) 5 in French in all 4 language areas.
