On July 10, 2025, the Manitoba Provincial Nominee Program conducted its Expression of Interest (EOI) Draw #249 and issued a total of 67 Letters of Advice to Apply (LAAs) in two key immigration streams which are:
- International Education Stream (IES)- Graduate Internship Pathway (GIP) : 40 LAAs Issued
- Skilled worker stream (Manitoba and overseas): 27 LAAs issued
International Education Stream – Graduate Internship Pathway
To be considered under this draw, candidates had to prove:
- Graduation from a Manitoba-based master’s or doctoral program within the last 3 years.
- Completion of a Mitacs Elevate or Accelerate internship, including the Accelerate Entrepreneur stream.
- Minimum CLB 7 in English or French
Skilled Workers Stream – Direct Invitation Only
This part of the draw targeted candidates who were already invited for MPNP strategic recruitment initiatives, either under Skilled Worker in Manitoba or Skilled Worker Overseas pathway. The number of LAAs issued-27 and Minimum ranking score-673.
Here is the strategic breakdown of the draw:
- Employer Services: 3 invitations
- Francophone Community: 2 invitations
- Regional Communities: 4 invitations
- Ethnocultural Communities: 18 invitations
Express Entry Integration
Out of the total 67 LAAs issued, 29 candidates had a valid Express Entry profile plus the job seeker validation code, meaning the candidates alignment with the Express Entry Immigration System.
Important information for the candidates that even if your score was above the cut off you may have not received LAA if:
Your language test scores are missing or invalid or you claimed invitation under strategic initiative but did not provide valid invitation number.
